DIY Pannier from Briefcase

Detail of inside back compartment: The hooks are made from angle brackets from a local hardware store, bent so that they will fit on a wide range of rack tubing and also so that vibration and bouncing will cause them to latch closer to the bike. The bungee cord, acquired from the same hardware store is tied onto a pair of S-hooks bolted behind the rack hooks. To fit on a broad range of racks, the hooks are positioned 23 cm apart. If they were any further apart, they'd still fit on the BikeE rack, but not on my other bikes. The plastic stiffener is clear plexiglas, so you can't see it in this photo, but it is between the hardware and the fabric in this photo.
